Eberl said:

"Transfers are only finalised once the signatures are in place. [Jackson] is [here], and then we’ll see.
"We’ll take a closer look at it after the game [against Augsburg today] and act accordingly. You negotiate, you reach an agreement, then comes the medical check, and extraordinary things still happen. I can’t say what’s going on now."

Despite an agreement on a season-long loan for €15 million and an option to buy at around €65 million, Chelsea revoked Jackson's permission to undergo a medical in Munich, per Sky Sports.

The Premier League club then requested that the striker return to London immediately.

It was gathered that the Blues decided not to continue with Jackson's transfer following the injury to their striker, Liam Delap, during their game against Fulham

Delap suffered a hamstring injury during the encounter, leaving Jacson upset back in Germany.

Speaking with the media after the game, Chelsea coach Enzo Maresca appeared resigned to the fact that he could be without the Englishman for up to two months.

"So now after, when we finish, we're going to sit and we'll see if we take any decision. That's all."
